Cusco licence plate relocation help

Hey Guys,

I recently purchased the Cusco licence plate relocation kit for my R34 GTR.

I cant for the life of me figure out how this works? I have a nismo bumper but you dont need to drill into it do you?

i know the ones for the R32 connect to a bolt but i cant seem to find that on mine..
