my washer bottle on my r33 won’t run and i have no clue what it could be when i touch the wires with a multimeter the wipers move and when i switch it on with it plugged in nothing changes the motor on the bottle works because i got it to run once and have tried with a few different bottles does anyone know what this could be could it be?

the motor seizes up when old and not used alot. You can pull it apart and clean it up but, waste of time "cough" as I found it seizes up again. Get a new washer motor.
