Cleaning V36 Instrument Cluster and removal

Hey Guys

Thanks so much for all your help with my last question, I am hoping someone will be able to help with this as well. It appears someone before me improperly cleaned the instrument cluster and left what look like water droplets everywhere. I have tried using a dry microfiber cloth to remove these but they do not go away. Does anyone have any tips for clearing this up? I dont want to make it any worse by using the wrong product. I would also like to remove the cluster as I have a few bulbs out that need replacing, I know there are many guides on how to do this but I wanted some advice on the best one to use.
