R34 Wiring Lots of dead Constant 12v wires

Does anyone know what/where these fuses/links are located?  I have a lot of these wires on my 2001 GT-T that do not have 12v, they all read 0v.  So my trip odo always resets to zero every start up, the clock on my AC/heater always resets to 1:00, no key in buzzer sound, no door locks and no interior lights.  When the key is in the ON position, all of these work.  I've checked all the fuses in the kick panel and under the hood and they are all good.  My question is, are the circled red items in the photo fuses? or fusible links?  And where are they located?  because the numbers next to each do not seem to corollate with any of the fuses in the fuse boxes.  The constant 12v to my radio is the only one functioning properly though.  Appreciate the help!

I had the same issue. Those are all linked to one fuse by the lower driver fusebox. I believe its a 10A but it is written on the fuse box cover in japanese.
