Car is struggling to rev from idle when you accelerate normally to spirited, But it will get past 1000ish rpm if you feather it, and then is fine so long as the revs don’t drop again. Idles fine. Plugs come out wet as after a few min. 

Things changed are:
CAS, ARM and fuel reg from a engine that was confirmed working 2 years ago

Injectors have been reconditioned 

ECU has no codes

Where to from here?

Have you done any diagnostics other than slapping parts at it?

Checked for codes on the standard ecu. But not much else. What’s the procedure for TPS voltages? What else should I be trying to diagnose?

Start with a multimeter, and see if you're getting power at the TPS. There should be a manual for your car somewhere on these forums and it'll have the info for what closed TPS signal voltage is, and how it should sweep to full throttle.

Same as for other sensors / valves.

 

Have you checked things like your base timing etc? See if anything looks amiss there too?
