no - 16 and over is a reasonable age. That's when choices and consequences are on the individuals involved.

That's my view and not the law.

I would agree. I wouldn't know any 16 year olds who do not know their own consequences at the age of 16 and even younger. You see todays generation and they're introduced to the gritty part of this world at such a young age.

I'd tend to argue that at that age they still don't understand the consequences of what can happen.
