its just a random thing ...to keep custom brokers on there toes basiclly...making sure everthing is declared correctly and approiate duty /taxes are paid...this is impossible to do on every entry to the country..so they "redline" ..red pen across ships manifest....and check complete contents

well we had one of our containers of parts redlined by customs, basically they request an list of parts in the container and their costings etc. Then they go thru the container and make sure its all there as billed and if there's anything else its destroyed and you're fined etc, depending on how bad it is etc. Its also done to catch out tax evasion etc.
