Generally if you're getting noise through while nothing is playing, the amp is just shitty.

I remember my friend had some "no name" amp for his rears, kept giving hissing noise at low volume.. was crap, even when he moved it across into his new car, same problem. Wasn't so bad at high volume, but at low volume the nosie was annoying. My Sony amp never has any such troubles, it just has screwed my speakers over time due to excessive volumes :) It just depends on the quality of the amp.

Other possible problem could be interference. If you're RCA's are running past some 12v line then you're going to get noise.. try isolating your cables outside the normal trim (if you have everything apart) and see whether that is the problem. Old cables could also start picking up more noise if they have a nick in the insulating plastic or something similar.
