Just wondering what the dial at the end of the windscreen wiper control does?

Intermittent wiper control most probably. When you select intermittent setting, the dial regulates the frequency of the wiperspeed, before going to the faster step up of slow/low.

Cooky fact: The inventer of intermittent wipers recently passed away, his funeral was held on a misty day. His daughty declared it was fitting wether as she required the intermittent wipers on the way to the graveyard......read that somewhere......forget where
