i just took my bov off and put my finger in the hole were the bov was and i noticed there is light film of oil in the pipe is this normal?

Its a '95 stock turbo, arc smic, exhaust and boosted to 12psi most of the day(not to say i use 12 psi most of the day only when i feel the need!!) with 120,000 on the clock.

can you just put some steel wool in the catch can???  Also does the catch can need to breath...like at the top of it???or should it be sealed tight?

Put steel wool, inside a stocking first, so the metal doest go into the intake...

You can fit a breather, or your other option is to plum back.

If after fitting your catch can, and you still get oil from BOV, you are probably looking at your turbo on its last legs...
