Fuel cell and pumps in boot

Is it legal or what do i have to do to make it legal

i dont know about qld but in act i will have to have a 1.2mm steel flash panel at the back of my seats and on my parcel tray in case of fire. And the fuel cell mounting points have to be welded as part of the floor pan that what my engineer said. Hope this helps.
