change actuators 14 to 20psi

Guys,

Im interested on what people think of changing actuators on turbos,

Im curentley running gibson spec's on my GTR and was told that the turbos will have a happy life at 22psi, the actuators fitted to them were 14 pound,

I am almost finished "running in" the engine and was thinking of changing the actuators to 20 pound,

Q1. if running 20 pound actuators will this "partly" do away with the need for a BOOST CONTROLLER.?

Q2. can the actuators be changed from underneath, or by removing the cleaners and crossover pipes from above?
