unregistered cars are allowed on the road,, there nothing illegal about pushing an unreg'd car say to park it outside your house......

starting is is as good as driving it

and what if it was in gear and she started it in gear accidentally and it hit another car or worse a small child, she has no insurance to cover her and she is 10x as stuffed as she is now........

Um, sorry, but i'm pretty certain that they are not. I cannot remember the which specific provision it was, but I believe it was the Road Transport (Vehicle Registration) Regulation 1998 or the Road TRansport (general) Act.

A road is considered a public place, and i'm pretty certain that a vehicle must be registered.
