Rb20Det Turbo Q Help pls

my car not holding boost well slipping badly actually even took out boost controller and hooked up to standard wastegate wen i give it to it goes to 10psi and drops to 4-5 psi

turbo is leaking oil aswell on da outside?

is that the turbo gone?????

next question i got an r32 turbo off my mate mine says 16V 9 his the one i get now is 16V 12 is there ne diffrence?????
