Adjustable cam gears question???

Gday. IS it possible to adjust those if I have not ever done that before . What am I going to need ? MAy be there is a site I can read about "how to" ? I know approximately how to do that , have read one article but not 100% sure so if anyone've done that before pls help

Its something you dont want to get wrong---be carefull maybe better to get a mechanic if you new to it all.
