Stock BOV bleeding boost?

I own a R33 and i have problems getting boost. For example when boost should be coming in the boost gauge sits a 0 and i can hear boost bleeding off. To get any boost at all i really have to hit it and even then its not getting the boost it should. Someone told me it could be my turbo but i can HEAR the boost bleeding so I'm thinking BOV. I'm running a stock BOV and stock boost. Would getting an after market BOV solve this problem??

The stock BOV shouldnt be behaving like that unless the vacuum line to it is mangled or stuffed. I'd be more inclined to look for leaks eg loose clamps.
