Gtr Injectors In Rb20 Q's

I have 2001 GTR injectors ready to put into rb20. When buying the injectors I couldn't get resistor pack.

Can I use Power FC to change impedance, or do I have to get resistor pack?

The best way is to get a GTR resotor pack. If you can't find one, then 6 X 10 ohm resistors in series with the GTR injectors will work. One for each injector, just make sure you protect them from vibration loads, heat shrink is good.
