Fuel And Turbo Restrictions

ive been doing a few searches on stock r33 turbos and upgrades of fuel systems and i was wondering if the stock turbo (which seems to be best kept below 12psi from what ive read) runs out of puff before the restrictions of the stock fuel system?

i know its probably been covered somewhere but its just a quick question

fuel pump is fine. may need fpr depending on duty cycle. stock ecu may not like 12psi (rich and retard).
