My suggestion, and don't take this the wrong way, but keep practising. There are lots of neat art stuff you can do on a computer, try and get some decent software from a friend. Check out some of the stuff Hicks does, that should give you some good ideas.

Keep practising, you will get better.

It isn't the number of programs, it's how many are open at one time. I too have a slow computer and can still do 3D rendering and run PhotoShop etc. Get a copy of PhotoShop, download some tutorials and start making some really cool stuff.
