R32 Alternator Charging

wat does ur battery level indicate wen driving on the r32 mines is 13.7 lights on 14.1 lights off but wen starting takes a little to get the battery going, have been told alternator not charging right looking for second ones if anyone selling and in melbourne, unless anyone can advise otherwise. thankyou
